Javascript includes not consistent across themes

Switching away from the default theme breaks FCKeditor for editing page content. Pretty sure knewter knows, but we should keep track of it.

I actually had no idea whatsoever, and it doesn't make sense that switching themes would break fckeditor. The admin theme never changes.
If the breakage is this weird FCKEditorAPI is undefined bug, I've run across that on deep south fibers and constructed a horrendous hack that fixes it, we should pull that over from there.

At any rate, now the themes all use the same javascript/stylesheet includes (just for core ansuz effects, etc. They can add their own stuff too obv.)
We need to add a way for these includes to be 'intelligent' enough not to wastefully include stuff when it's needed for a plugin that isn't used.
