Add a vendor/ansuz_plugins dir in which the ansuz-extending plugins can live

In my prelim testing, it seems the only really important thing is to make sure that dir is in the list of places to look for plugins for rails...but I don't know what API to use to add a dir to that list of places to look. If that makes sense to anyone else...

Err, if that wasn't clear...the goal is to get ansuz-extending plugins out of the vendor/plugins dir. We also need to add vendor/ansuz_plugins to the gitignore, because that's the only way to work on ansuz-core effectively.
