Allow a plugin to store preferences for the whole plugin (singleton)

We currently use has_settings to support a given page plugin providing a very easy way to set little display tidbits, etc. without needing a full-on model.
We need to provide a settings hash for a plugin in its entirety.
The canonical use case for such a thing would be an e-commerce plugin. There are bound to be lots of page plugins associated with such a thing, but the plugin as a whole needs to be able to have its authorize.net info set, etc.
This implies that there should be an ansuz 'control panel' of sorts.
